LOGRAMOS NUESTROS DERECHOS TRANS EN ECUADOR

El Registro Civil del Ecuador, a partir del día de hoy miércoles 08 de marzo inicia el Proceso de cedulación para el cambio de sexo por género en Ecuador.

CRONOLOGIA DEL LOGRO TRANSEXUAL

1.    – La propuesta de Reformas a la Ley del Registro Civil en Materia de Identidad de género, nació de la población trans en Junio del 2012, que posterior fue materializada en un documento legal con el apoyo de la Asociación Silueta X; El Proyecto Transgénero, Fundación Yerbabuena, Bolivarianos Diversos, Colectivo “Hablando Idiomas”, Estrellas de Jaramijó, etc.; Posterior se formo el Pacto Trans. (Luego la Federación Ecuatoriana de organizaciones LGBTI defendió el genero opcional por considerarlo un avance que beneficiaba de manera contundente.)
2.       –  En Diciembre del 2012 se da el primer debate de la ley obteniendo cerca del 75% de aprobación en la asamblea;
3.       – Fundamentalistas aprovechan la poca información de la Ley y la confunden con el Matrimonio Igualitario, en Junio de 2013.
4.       – LGBTI se reúnen el 13 de Diciembre del 213 con el Ejecutivo liderados en ese momento por la Asociación Silueta X, donde se plantean varias situaciones sobre derechos humanos, entre estas se legalice la identidad de género en la cédula de las personas trans. Se firma el acuerdo 21525 con el Presidente para darle legitimidad a la reunión y a los acuerdos. La reunión se catalogó como histórica.
5.       – En Mayo del 2014, se hace un re lanzamiento de las reformas a la ley del registro civil en materia de identidad de género;
6.       – En Agosto el 2014, en la Reunión periódica con el Ejecutivo se plantea fuertemente las reformas a la ley del registro civil en materia de identidad de género.
7.       – En Octubre del 2014 La Asociación Silueta X, presenta formalmente y en persona la presidenta de la Asamblea Gabriela Rivadeneira el documento de la propuesta de las reformas a la Ley del Registro Civil en Materia de Identidad de Género, en la Casa Legislativa del Guayas.
8.       – En Febrero del 2015, luego de que la Asociación Silueta X, Bolivarianos Diversos, Transmasculinos Ecuador insistiera en una reunión con la parte jurídica del Despacho presidencial, se logra mantener una reunión con el Abg. Alexis Mera para revisar la propuesta de ley y confirmar que no lleva al matrimonio o es anti-constitucional. Este informe posteriormente es pasado al Ejecutivo.
9.       – En Julio del 2015, se hace –énfasis nuevamente en el planteamiento y reconocimiento del género por sexo en la cédula de identidad.
10.    – En Octubre del 2015, el Despacho presidencial se contacta con la reciente Federación Ecuatoriana de Organizaciones LGBTI, para indicar que se está avanzando con la ley.
11.    – Octubre del 2015, la Comisión de GAD´s de la Asamblea prepara el 2do borrador de las reformas a la ley del registro civil que propone cambiar sexo por género en la cédula.
12.   –  Octubre del 2015, las poblaciones trans muestran preocupación por la falta de información sobre el Género Opcional.
13. – 10 de Diciembre del 2015, se definen las propuestas de género en la cédula quedando como opcional. En esta coyuntura nace la “Plataforma revolución Trans” – www.RevolucionTrans.com .
14.    – 16 de Enero de 2016, el ejecutivo agrega a la nueva propuesta de ley, la posibilidad de llevar a dos testigos para el registro del género, para guardar garantías de seguridad para las personas trans.
15. – 28 de Enero de 2016 se ratifica género por sexo en la cedula de identidad de forma opcional. La Plataforma revolución Trans, celebra el logro.
16.    – En febrero pasa el veto presidencial la ley, con una transitoria de 24 de meses que entraría en vigencia la ley legalmente en el 2018.
17.    – En Mayo de 2016, la Federación ecuatoriana de Organizaciones LGBTI luego de una larga insistencia logra la primera reunión con el Consejo Nacional Electoral, donde se firman 7 acuerdos, entre estos asegurar que 18. las elecciones del 2017, las personas trans femeninas y transmasculinos no vivan más humillaciones al sufragar.
18.    – La Plataforma revolución Trans y la Federación Ecuatoriana de Organizaciones LGBTI mantiene durante Junio, varias reuniones internas y operativas con el CNE, cuyo fin es procurar el género en la cédula en las elecciones del 2017.
19.    – Se entra en dialogo directo con el Registro civil sobre las reformas a la ley del registro civil y la Federación Ecuatoriana de Organizaciones LGBTI, para evitar la discriminación en el 2017; y,
20.    – El 03 de Agosto de 2016, entra en vigencia el cambio de sexo por género en las cedulas de identidad de las personas trans, que lo deseen de forma opcional, en un trabajo mancomunado entre la Federación Ecuatoriana de Organizaciones LGBTI, el Ministerio de Justicia y el Registro Civil.

The Civil Registry of Ecuador, from today, Wednesday March 8 starts the process of issuing identity cards for sex change gender in Ecuador.

CHRONOLOGY OF ACHIEVEMENT TRANSGENDER

Alexis Mera to review the bill and confirm that leads to marriage or anti-constitutional. This report is subsequently passed to the Executive.
9. – In July 2015, re-emphasis is in recognition of gender approach and gender in the identity card.
10. – In October 2015, the Presidential Office contacts the recent Ecuadorian Federation of LGBTI Organizations, to indicate that it is advancing with the law.
11. – October 2015, the Commission GAD’s of the Assembly prepares the 2nd draft amendments to the law of civil registration which proposes changing gender sex in the certificate.
12. – October 2015, trans people are concerned about the lack of information on Gender Optional.
13. – Dec. 10, 2015, gender proposals on the ballot being defined as optional. At this juncture comes the «Platform Trans revolution» – http://www.RevolucionTrans.com.
14. – January 16, 2016, the executive added to the new bill, the possibility of carrying two witnesses for the registration of the genre, to keep security guarantees for trans people.
15. – January 28, 2016 is ratified by sex gender in the identity card as an option. The Trans revolution, Platform celebrates achievement.
16. – In February passes the presidential veto the law, with a transient of 24 months to take effect the law legally in 2018.
